How it works

The 54 national teams are divided into four leagues according to the 2026/27 access list. Leagues A, B and C have 16 teams each in four groups of four; League D has six teams in two groups of three. Every team plays the others in its group home and away, with three points for a win and one for a draw. Teams level on points are separated first by the matches between them (points, goal difference, goals scored), then by goal difference and goals scored in all group matches, followed by further criteria.

In League A, the four group winners and the four runners-up play two-legged quarter-finals in March 2027. Each group winner is drawn against a runner-up from another group and plays the second leg at home. The four winners go to the Finals in June 2027: two semi-finals paired by draw, a third-place match and the final, all single matches. A two-legged tie level on aggregate goes to extra time at the end of the second leg and then to penalties; a level semi-final or final also goes to extra time and penalties, and the third-place match goes straight to penalties.

On 15 September 2026 UEFA adjusted promotion and relegation so that the 2028/29 edition can be played in three leagues of 18. In League A, the two best-ranked third-placed teams stay in the league; the two lowest-ranked third-placed teams and the two best-ranked fourth-placed teams play the League A/B play-offs against League B's four runners-up; the two lowest-ranked fourth-placed teams are relegated. In League B, the group winners are promoted, the third-placed teams stay, and the fourth-placed teams meet League C's runners-up in the League B/C play-offs. In League C, the group winners are promoted and the third- and fourth-placed teams stay. League D is discontinued, so its six teams move up to League C.

Teams finishing in the same position in different groups are compared by points, goal difference, goals scored, away goals scored, wins, away wins, disciplinary points and access-list position. The play-offs are drawn with the higher-league teams seeded and are played over two legs between 25 and 30 March 2027, the lower-league team at home first; the winners play in the higher league in 2028/29 and the losers in the lower one.

This season

The 2026/27 edition is the fifth and the last with four leagues. Portugal start it as holders, having beaten Spain 5-3 on penalties after a 2-2 draw in the 2025 final in Munich. The 54 teams play matchdays 1 to 4 in a single window from 24 September to 6 October 2026 and matchdays 5 and 6 from 12 to 17 November. The League A quarter-finals and the League A/B and B/C play-offs are scheduled for 25-30 March 2027 and the Finals for 9-13 June 2027. On 15 September 2026 UEFA adjusted promotion and relegation for the move to three leagues of 18 teams in 2028/29; all six League D teams go up to League C.
